What applies

• Use a licensed recovery organisation for collective fulfilment or confirm the individual/product-fee route with the Ministry and PUDOOS before placing packaged goods on the Bulgarian market.
• Registration route: self service plus pro or epr scheme

What to prepare

• Legal company name and registered address
• Company/trade registration number
• VAT or tax number
• Contact person, email and telephone
• Brands/trading names
• Packaging types, component materials and weights
• Country-level annual quantities by required reporting category

How to submit

1. 1Prepare an internal packaging specification by component and material before market placement.
2. 2Choose collective fulfilment, approved individual fulfilment, or the PUDOOS product-fee route.
3. 3Conclude the recovery-organisation contract where collective fulfilment is used.
4. 4Prepare and retain monthly declarations and the resulting annual declaration.
5. 5Keep payment, contract, reporting and recovery evidence for at least the applicable retention period.

What to keep

• Recovery-organisation contract and accepted declarations, or PUDOOS product-fee payment records where collective/individual compliance is not used.
• Submitted quantity declarations and acceptance receipts
• PRO/EPR scheme contract and invoices where applicable
• Representative mandate and confirmation where applicable

Ongoing obligations

• Maintain monthly internal packaging specifications and declarations; use them for annual reporting and retain records for inspection. Product fees are paid on the statutory schedule where applicable.
• Update the registration when company, representative, brand, packaging stream or contact information changes.
• Reconcile national reports to sales and packaging bills of materials; retain the submitted values and official result.
