What applies

• Use Pakendiregister for the official packaging record and reporting route, or contract an accredited PRO that performs the applicable obligations. Foreign distance sellers should document the required authorised-representative route.
• Registration route: self service plus pro or epr scheme

What to prepare

• Legal company name and registered address
• Company/trade registration number
• VAT or tax number
• Contact person, email and telephone
• Brands/trading names
• Packaging types, component materials and weights
• Country-level annual quantities by required reporting category

How to submit

1. 1Identify the company that first makes the packaging available in Estonia.
2. 2Register/use Pakendiregister and select the packaging activity.
3. 3Choose individual fulfilment or contract one of the Ministry-listed PROs.
4. 4Record and report masses by material and packaging type, with verification where required.
5. 5Retain the register submission, PRO contract and annual report acceptance.

• Pakendiregister/PRO registration or contract evidence and accepted annual packaging report.
• Submitted quantity declarations and acceptance receipts
• PRO/EPR scheme contract and invoices where applicable
• Representative mandate and confirmation where applicable

Ongoing obligations

• Keep records of mass by packaging material and type and submit the annual audited/verified data required by the Packaging Register or through the contracted PRO.
• Update the registration when company, representative, brand, packaging stream or contact information changes.
• Reconcile national reports to sales and packaging bills of materials; retain the submitted values and official result.
