What applies

• Register with Verpact using the Dutch or non-European/foreign-company route as applicable. Record all component material weights even where the current general 50,000 kg fee threshold applies; SUP and deposit rules can apply below it.
• Registration route: self service plus pro or epr scheme

What to prepare

• Legal company name and registered address
• Company/trade registration number
• VAT or tax number
• Contact person, email and telephone
• Brands/trading names
• Packaging types, component materials and weights
• Country-level annual quantities by required reporting category

How to submit

1. 1Determine responsibility before and after 12 August 2026 using the Verpact decision tree.
2. 2Register with Verpact where current declaration, SUP or deposit duties apply.
3. 3Maintain packaging administration by type, component material and weight.
4. 4Submit declarations and pay waste-management contributions where applicable.
5. 5Prepare for the PPWR producer register and retain Verpact confirmations and submissions.

What to keep

• Verpact registration/declaration evidence and invoices; from the PPWR register start, producer-register evidence handled by Verpact for affiliated producers.
• Submitted quantity declarations and acceptance receipts
• PRO/EPR scheme contract and invoices where applicable
• Representative mandate and confirmation where applicable
• This country action guide and supporting source documents

Ongoing obligations

• Under the 2026 transition, declare packaging weights to Verpact where current thresholds or SUP/deposit rules apply. Prepare for PPWR reporting by packaging type and material, including simplified reporting below 10,000 kg.
• Update the registration when company, representative, brand, packaging stream or contact information changes.
• Reconcile national reports to sales and packaging bills of materials; retain the submitted values and official result.
