First split: physical product or digital-only delivery?

A download delivered without any physical package does not create packaging for that transaction.
Physical item
Product packaging, branded presentation packaging, optional gift wrapping and shipment packaging may all need to be considered.
The Etsy listing category alone does not decide the legal result. A digital design printed and shipped by a production partner is a physical-product route; a downloadable file with no shipment is not.
“Handmade” is not the packaging role
A seller may make the product personally, contract with a manufacturer or use a print-on-demand partner. Etsy’s handmade classification does not decide who controls packaging for PPWR.
Ask whose brand appears, who selected and can change the bottle, box, label or mailer, where the packaging supplier is established, whether the business is a micro-enterprise, and whether goods enter from outside the EU. The own-brand guide explains why packaging control matters.
A production partner is evidence source, not an automatic legal answer
Record what the partner manufactures, whose name or trade mark is used, who approves the specification and which documents it can supply. Keep the contract and packaging facts together.
What Etsy already asks for in Germany and France
Etsy’s Germany seller guidance describes LUCID registration, dual-system participation and adding the LUCID identification number in Shop Manager. Its France help page explains the unique EPR identification number and the relevant account field. Open the current Etsy France instructions (opens external website) where France is selected.
Those are national procedures. PPWR’s Article 45 creates a broader platform information framework, but one French or German number does not cover every Member State.
We did not identify a public platform-specific PPWR workflow during this review. Check current Etsy help pages and Shop Manager notices because implementation can change.

Build one packaging setup per real configuration
A ceramic mug order could contain the product box, paper wrap, cardboard insert, shipping carton, paper tape and shipping label. A gift-wrapped version can be a separate setup where it materially changes those parts.
Products that genuinely use the exact same packaging can share one record. Do not merge different parcel constructions into one vague average.
