Amazon sellers often treat “PPWR” as one platform registration task. It is more useful to separate the work.
Packaging documentation
Whose brand appears, who controls the packaging specification, who imported it, and which business must prepare or verify the conformity file?
Country registration and EPR
Who first makes this packaging available in each destination Member State, and what registration, scheme or reporting action follows there?
The answers can differ. An importer may need to retain the manufacturer’s documents while also having producer-registration obligations where it sells directly to end users. Read the full EPR-versus-conformity explanation if those two files are being mixed together.
What Amazon may ask you for
Article 45 requires qualifying online platforms that enable distance contracts with producers to obtain producer-registration information for the consumer’s Member State and a producer self-certification about the relevant EPR requirements. It does not prescribe one identical interface for every marketplace.
Amazon’s current public guidance asks sellers to review their EU activity, obtain or submit relevant country registration numbers and use available platform services where offered. Open the current Amazon PPWR notice (opens external website) before acting on an old Seller Central screenshot.
Platform check is not legal completion
A number stored in Seller Central must still belong to the correct producer, country and packaging activity. Amazon’s verification does not replace the underlying national process.
FBA and FBM do not decide your legal route
FBA describes fulfilment. It does not by itself decide whose brand controls the packaging or whether your business is manufacturer, importer, distributor or EPR producer. A fulfilment provider may request registration information and make checks, but that is not an automatic transfer of responsibility.
FBM usually means you control order-shipment packaging directly. The box, mailer, tape, cushioning and label used to send the order can be relevant in addition to the product’s sales packaging.
A platform or provider may perform particular EPR tasks only where its service terms and the required mandate actually cover them. Do not infer that from “FBA” or “pay on behalf” alone.

These are route indicators, not automatic legal conclusions. Establishment, brand ownership, packaging control, supplier location and destination-country facts matter.

Use the checklist as a working inventory. Select an item once it is in the packaging record; unknown information should remain visibly missing rather than being entered as zero.
