Private sale and business sale are not the same starting point
An occasional sale of a personal item does not automatically make the account holder a commercial packaging producer. Regular sourcing for resale, a business account, commercial volume and seller-added packaging point to a different assessment.
Ask about the activity, not the account label
Who owns the goods, was stock bought for resale, does the seller trade commercially, and which packaging is added for the new transaction? Those facts are more useful than simply asking whether the user has an eBay account.
Used goods do not make shipment packaging disappear
A second-hand product may have entered the EU market years earlier. That does not make packaging added by a professional seller for a new shipment irrelevant.
If a business sends a used item in a new box, mailer, envelope or cushioning, that packaging can still be made available through commercial activity. Do not automatically create a new manufacturer Declaration for original branded packaging the seller did not design or control. First identify what the business actually adds.
What eBay’s public guidance already asks sellers to do
eBay’s Germany guidance describes LUCID registration, dual-system participation, volume reporting and adding the LUCID ID in the account. Its wider EPR page links the platform’s France and Germany processes. Read the current eBay EPR hub (opens external website) before relying on an old screenshot.
PPWR adds an EU-level framework under which qualifying platforms obtain producer-registration information and a self-certification. The exact eBay workflow can change, and platform validation is still separate from the authority or PRO action.
Germany has an official external route
Use the Germany country guide to prepare the fields, then register and report through LUCID and the applicable system. Saving an ID in eBay is not a substitute for those steps.

Inventory the packaging your business adds
Take one representative order and record the original product packaging separately from the seller-added parcel. Unknown weights stay unknown until measured or confirmed.

Confirm commercial status, determine whether the documentation route is own-brand, importer or distributor, and list the delivery countries—not just the eBay site used for the listing. Collect upstream manufacturer documents where another company owns the packaging design.
For each destination, keep producer registrations, system agreements, quantity reporting and account-submitted numbers as separate external evidence. Update the packaging record when a parcel format, material, supplier or delivery route changes.
